Scholarship Funds for Poor Students Misused in Jharkhand

As allegations surface about financial misappropriation within the Pre-Matric Scholarship Scheme in Jharkhand, there’s a pressing need to shed light on this critical issue. Reports suggest that the funds intended for disadvantaged students are being diverted elsewhere, prompting an urgent inquiry into the matter.

Scrutinizing the Pre-Matric Scholarship Scheme

The Pre-Matric Scholarship Scheme, a federally-funded project, caters to students across all Indian states. The application window typically starts in August and concludes by November each year.

The principal objective of this scheme is to aid minority community students, specifically Muslims, Christians, Sikhs, Parsis, Jains, and Buddhists, whose family annual income doesn’t surpass Rs. 1 lakh. The scholarship aims to lessen their financial burdens, thereby fostering an encouraging environment for academic growth.

Students qualifying for this scholarship must score above 50% in their respective class examinations. The scholarship disbursement happens bi-annually under the following categories: Students from classes 1 to 5 receive Rs. 1,000 per annum, while those in classes 6 to 10 receive Rs. 10,700 if living in hostel accommodation or Rs 5,700 if commuting daily.

A Glimpse into the Application Process

Eligible candidates can secure the scholarship benefits by registering on the National Scholarship Portal (NSP). The process necessitates the submission of educational records, bank account details, and Aadhaar numbers, among other documents. With the NSP being readily accessible online or via their mobile application, students can apply or renew the scholarship with relative ease.

Contemplating an Overhaul – A Centralized Scholarship Scheme

In the wake of a multi-crore financial scam emerging from the post-matric scholarship scheme for Scheduled Castes in Punjab in August 2020, there’s been discussion about merging all existing scholarships into a consolidated national scholarship scheme. By doing so, the management of these schemes could become more streamlined and efficient.

Diving Deeper into the National Scholarship Portal

Functioning as a comprehensive solution for student scholarships’ various aspects, the National Scholarship Portal offers services starting from student application, receipt of application, verification, processing, to the disbursal of scholarships.

The platform is recognized as a Mission Mode Project (MMP), a part of Digital India’s initiative, and aims at delivering an uncomplicated, accountable, responsive, and transparent system. This proposed system can disburse the scholarships swiftly and effectively to deserving candidates directly into their bank accounts via Direct Benefit Transfer (DBT), removing the chances of any financial leakage.

In summary, while issues related to fund misappropriation within the Pre-Matric Scholarship Scheme are under investigation, it’s essential to appreciate the critical role schemes like these play in supporting India’s economically disadvantaged students. As we look forward to the resolution of these matters, it’s equally significant that we continue to commit to creating a nurturing and inclusive academic environment for all students.
