Social Empowerment Camp for Divyangjan Held in Punjab

Opening Paragraph:

The news that a Samajik Adhikarita Shivir, a social empowerment camp focused on distributing aids and assistive devices to Divyangjan under the Assistance to Disabled Persons (ADIP) Scheme, is causing quite a stir in Punjab recently. Divyangjan, previously referred to as disabled persons or viklang in 2015, is now to be recognized as one with a divine body – a decision made by the Prime Minister.

About the ADIP Scheme and its Ministry

The nodal ministry for the ADIP scheme is the Ministry of Social Justice and Empowerment, an establishment in operation since 1981 with a significant role in uplifting the status of people with disabilities in society. The scheme follows the definitions outlined in the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) (PWD) Act 1995. However, the PWD Act was replaced in 2016 by the Right of Persons with Disabilities Act.

Objective of the Scheme

The primary objective of the ADIP scheme is to support needy disabled individuals by providing durable, sophisticated, scientifically manufactured, modern, standard aids, and appliances. These resources are aimed at promoting their physical, social, and psychological rehabilitation by reducing the effects of disabilities and enhancing their economic potential.

Grants and Assistance Under the Scheme

For the purchase and distribution of aids and assistive devices, grants-in-aid are released to various implementing agencies. These include the Artificial Limbs Manufacturing Corporation of India, National Institutes, Composite Regional Centres, District Disability Rehabilitation Centres, State Handicapped Development Corporations, Non-governmental Organizations (NGOs), and more. The scheme provides aids/appliances costing up to Rs. 10,000 for single disability, while it can extend up to Rs. 12,000 in some cases. Additionally, in the case of multiple disabilities, limits will apply separately for each aid/appliance.

Cost of Aid and Financial Relief

If an individual’s income is up to Rs. 15,000 per month, the ADIP scheme covers the full cost of the aid/appliance. On the other hand, if the income lies between Rs. 15,001 to Rs. 20,000 monthly, 50% of the cost is provided.

Other initiatives related to this cause include the Accessible India Campaign, DeenDayal Disabled Rehabilitation Scheme, National Fellowship for Students with Disabilities, Unique Disability Identification Project, and International Day of Persons with Disabilities. The ADIP scheme also aligns with initiatives for Mental Health such as the National Mental Health Programme and KIRAN Mental Health Rehabilitation Helpline. All these endeavors collectively support a more inclusive and understanding environment for Divyangjan.
