Swachh Survekshan Grameen 2021 Launched

The Swachh Survekshan Grameen 2021 is an extensive assessment initiative focused on examining the levels of cleanliness, hygiene, and sanitation across rural India. This significant survey was initiated as part of the second phase of the Swachh Bharat Mission (Grameen), aiming to bolster efforts toward enhancing sanitation facilities and practices in the country’s vast rural landscape.

Launch and Implementation

The survey was launched through a virtual event, signifying the government’s commitment to leveraging technology for governance and data collection. An expert agency, appointed by the government, is responsible for conducting the survey. The scope of this survey is substantial, with plans to cover 17,475 villages situated in 698 districts throughout India. The large-scale nature of the survey underscores the government’s intent to create a comprehensive understanding of the current state of rural sanitation.

Objectives of the Survey

The primary goal of the Swachh Survekshan Grameen is to expedite the implementation of open defecation free-plus (ODF+) initiatives. These initiatives are crucial steps following the achievement of the open defecation free status, focusing on the holistic management of solid and liquid waste in rural areas. By evaluating and identifying the gaps in current sanitation practices, the survey aims to provide actionable insights that can help improve the overall quality of life in rural communities.

Survey Methodology

To ensure a balanced and comprehensive analysis, the survey methodology incorporates three distinct components, each contributing to the final evaluation. Firstly, direct observation accounts for 30 per cent of the overall weightage. This involves on-ground inspection of public places to assess the actual state of cleanliness and sanitation. The focus is on observing whether public areas such as schools, anganwadis, health centers, markets, and religious places maintain proper hygiene standards.

The second component, which carries the highest weightage at 35 per cent, is citizen feedback. This is a crucial aspect as it reflects the perceptions and satisfaction levels of the people directly affected by the sanitation facilities. Citizens are encouraged to share their experiences and opinions regarding the cleanliness of their villages, which provides valuable qualitative data to complement the quantitative findings from direct observations.

Lastly, service level progress on sanitation-related parameters also contributes 35 per cent to the overall score. This metric evaluates the efforts made by local authorities and the community in terms of managing waste, ensuring the availability of sanitation infrastructure, and maintaining those facilities. It looks at the progress made towards achieving sustainable sanitation solutions that go beyond mere access to toilets.
