UDID Project a unique ID project for people with disabilities. The purpose of this project is to build a national database for people with disabilities. The Department of Empowerment of Persons with Disabilities has made it mandatory for all UTs and states in the country to issue disability certificates to all the authorized persons only via online mode via the UDID portal.
Highlights
The project started in the year 2016. Department of Empowerment of Persons with Disabilities implements this project. The project will also provide UDID cards to people with disabilities. In the month of June 2021, the Government of India required all states and Union territories to issue disability cards only in online mode. This is also within the ambit of the UDID project. The disabilities covered under this project are Cerebral palsy, Blindness, Locomotor disability, Low vision, Mental retardation, Leprosy-cured, Hearing impairment and Mental illness.
UDID Functions
This project allows an individual to submit and fill an application online to obtain a disability card. Quickly track the process of calculating the rate of disability by the hospital. This includes all disabilities included in the 1995 Disability Act. This project collects employment data, identity data, personal data (name as well as address), and disability data from individuals to create a UDID.
Objective of UDID
The main purpose of this project is to set up a national database for people with disabilities and issue disability cards for these people. This project is expected to improve the ease of consistently providing government services to PwD. It also improves process transparency and efficiency. The UDID project also helps streamline the tracking of beneficiary financial and physical progress at all levels of the implementation hierarchy, including block, village, state, district and country levels.
Benefit of UDID project
This project eliminates the need to carry multiple documents. This is because the UDID card contains all the details about the disabled. It acts as a single ID to take advantage of multiple benefits. It also helps state businesses track the financial progress of people with disabilities from villages to blocks and national levels. This project will improve transparency and efficiency. Useful for non-replication of data.
Need for the project
According to the census of the year 2011, there are 2.68 crore people reside with disabilities in India. That is 2% of the total population. No data is maintained at the district level either. There is no work or training related data on persons with disabilities in the country. Currently, only 50% of people with disabilities in the country have a disability card. Hence, this project is much needed to look into and help the people with disabilities.
