Unified Commanders Conference Postponed Due to Covid-19

The Unified Commanders Conference, originally slated for April 22-23, 2020, has been postponed due to the ongoing Covid-19 pandemic. This yearly assembly brings together representatives from the Army, Navy, and Air Force, alongside the Ministry of Defence. The conference is a crucial backdrop for long-term security planning in India.

The Purpose and Structure of the Unified Commanders Conference

The primary goal of the Unified Commanders Conference (UCC) is to establish a forum for discussions at the highest level regarding joint issues. It offers an opportunity for comprehensive reviews of the previous year’s activities and strategizing for the upcoming year.

The Defence Minister and the Minister of State (Defence) chair the conference. It also sees participation from top ministry officials, the National Security Advisor (NSA), the Chief of Defence Staff (CDS), service chiefs, and senior officers from the three services.

The Role of the National Security Advisor

The NSA plays two central roles within India’s security infrastructure. First, they function as the secretary of the National Security Council (NSC). Second, they serve as the Prime Minister’s primary advisor on matters of national safety. Currently, Ajit Doval holds this crucial position.

Unpacking the National Security Council

Formed in 1999, the NSC is a tri-tiered organization that evaluates political, economic, energy, and security issues of strategic significance to India. The Council takes all aspects of national security into consideration, functioning as the chief body under the leadership of the Prime Minister.

It bridges the gap between the government’s executive branch and the intelligence services by advising leadership on security and intelligence matters. The Home Affairs, Defence, External Affairs and Finance Ministers are members of this Council.

The Three-Tier Structure of the NSC

Within the NSC is a three-tier structure comprising the Strategic Policy Group (SPG), the National Security Advisory Board (NSAB), and the National Security Council Secretariat. The Cabinet Secretary chairs the SPG, serving as the primary forum for inter-ministerial coordination and integrating relevant inputs.

The NSAB plays a significant role in the long-term analysis of national security matters. This board provides differing perspectives on the issues confronting India’s national security landscape. This three-tiered structure aims to ensure comprehensive analysis, policy formation, and decision-making on a broad spectrum of national security issues.
