In a significant move, the Union Cabinet of India has given the nod to join the Hong Kong International Convention for Safe and Environmentally Sound Recycling of Ships, 2009. The convention’s adoption took place during a diplomatic conference held in Hong Kong, China from 11th-15th May 2009.
Convention Aim
The central goal of this convention is to make sure that ship recycling, conducted after the ships have served their operational lives, doesn’t present any avoidable risks to human health, safety, or the environment.
Convention Objectives
The convention aims to tackle all issues related to ship recycling, with particular consideration given to the likely existence of environmentally harmful substances. These may include asbestos, heavy metals, hydrocarbons, ozone depleting substances, and others. It also brings attention to concerns about working and environmental conditions at many ship recycling facilities worldwide.
Convention Scope
The convention’s scope covers various aspects of ship management. This includes the design, construction, operation and preparation of ships to facilitate safe, and environmentally sound recycling. It does so without compromising the safety and operational efficiency of the ships. Also, it emphasizes operating ship recycling facilities in an environmentally friendly and safe manner. Furthermore, it provides for the establishment of a suitable enforcement mechanism for ship recycling, incorporating certification and reporting requirements.
India Leading the Global Ship Recycling Industry
India holds a leading position in the global ship recycling industry, commanding a market share of over 30%. The Union Cabinet has recently approved the enactment of the Recycling of Ships Bill, 2019.

Recycling of Ships Bill, 2019
The newly approved bill restricts and prohibits the use or installation of hazardous material, applicable irrespective of a ship’s recycling status. However, these restrictions or prohibitions will not apply to warships and non-commercial ships operated by the government.
Enforcing the Provisions of the Hong Kong Convention
