Uttarakhand Implements Uniform Civil Code

Uttarakhand Implements Uniform Civil Code

Uttarakhand is set to become the first state of India to implement the Uniform Civil Code (UCC). The Pushkar Singh Dhami-led cabinet has approved a detailed rules manual. This comes after the announcement made in 2022 to prioritise the UCC once the government was formed. The UCC aims to standardise personal laws across religions, ensuring equality and justice.

Key Provisions of the UCC

The UCC manual includes provisions for Tatkal registration and door-to-door services in remote areas. It aims to simplify legal processes for citizens. The online portal will facilitate Aadhaar-based verification and AI translation services in 22 languages. This integration spans over 13 departments, enhancing efficiency in public services.

Training and Implementation

Training for officials is nearing completion. A state-wide mock drill is scheduled for January 21, 2025. The government aims to train 10,000 Village Development Officers (VDOs) under the Common Service Centres (CSC) scheme. District-wise nodal officers have been appointed to oversee implementation. A helpline has been established for queries regarding the portal.

Portal Features and Accessibility

The UCC portal allows three categories of users – citizens, service centre staff, and officials. Users must provide Aadhaar details for registration. Services include marriage, divorce, live-in registrations, and testamentary succession. The portal also supports complaint registration and appeals for rejected applications.

Remote Area Services

In remote areas with limited internet access, Common Service Centres will provide door-to-door assistance. Village Panchayat Development Officers will act as sub-registrars to facilitate local registrations. This ensures that rural citizens have easier access to UCC services.

Expert Panel and Legislative Process

An expert panel, led by retired judge Ranjana Prakash Desai, was formed to draft the UCC report. The Uniform Civil Code Bill was passed in February 2024 and notified in March 2024. The government initially aimed for implementation before November 9, 2024, but delays in staff training postponed this.

Future Prospects

Once implemented, the UCC is expected to impact personal law in Uttarakhand. It aims to promote gender equality and streamline legal processes for all citizens. The success of the UCC in Uttarakhand may influence other states to consider similar reforms.
