36th India-France Strategic Dialogue

India and France are set to hold their annual strategic dialogue on January 5, 2022, with the two countries’ national security advisors leading the discussions. The 36th edition of the dialogue will cover a wide range of bilateral and global issues, according to the Indian Ministry of External Affairs (MEA).

  • The strategic dialogue is held annually, with the two countries alternating as hosts, and the previous edition took place in November 2021 in Paris.

France in the Indian Ocean Region:

  • France has a significant presence in the Indian Ocean region, with its overseas territories of Reunion Island and Mayotte island giving it a stake in the region’s developments.
  • These territories give France an Exclusive Economic Zone (EEZ) of 28 lakh sq km in the Indian Ocean under the United Nations Convention on the Law of the Sea (UNCLOS) of 1982.
  • In addition, France has a logistics sharing agreement with India, allowing the two countries to use each other’s military facilities.
  • This is of particular significance in light of China’s growing interest and capability in the Indian Ocean under President Xi Jinping.

Security Cooperation:

  • The India-France strategic dialogue is an important platform for the two countries to take stock of their overall security cooperation and discuss a wide range of issues.
  • The MEA stated that the French delegation, led by Emmanuel Bonne, the diplomatic advisor to the French President, will also meet with other Indian dignitaries.
  • Both India and France have a strong commitment to maintaining stability and security in the Indian Ocean region, and the strategic dialogue serves as an opportunity for them to coordinate their efforts and address any potential challenges.

The India-France strategic dialogue is a valuable forum for the two countries to engage in high-level discussions on a range of issues of mutual concern. With France’s significant presence in the Indian Ocean region and the two countries’ shared commitment to regional stability, the strategic dialogue serves as an important platform for deepening cooperation and addressing any challenges that may arise.
