The Union Finance Minister recently announced the National Ropeways Development Programme, known as the “Parvatmala” scheme, as part of the 2022-23 Union Budget. The primary aim of this initiative is to enhance connectivity in hilly regions, leading to greater convenience for commuters and fostering tourism.
About the Parvatmala Scheme
The Parvatmala scheme will be implemented through Public Private Partnership (PPP) mode. The main objective is to present a sustainable alternative to conventional road networks in challenging terrains. While focusing on improving connectivity and commuter convenience, the scheme also aims to promote tourism. Additionally, the project could extend to congested urban regions where traditional mass transit systems pose logistical challenges. Initial implementation will take place in areas such as Uttarakhand, Himachal Pradesh, Manipur, Jammu & Kashmir, and other North-Eastern states. It’s expected that contracts for eight ropeway projects, covering a total length of 60 kilometers, will be awarded in the financial year 2022-23.
Nodal Ministry for the Scheme
The Ministry of Road Transport and Highways (MORTH) has been tasked with the development of ropeway and alternative mobility solutions technology, as well as research, construction, and policy-making in this sector. The Government of India made amendments to the Allocation of Business Rules 1961 in February 2021, enabling MORTH to also oversee the development of Ropeways and Alternate Mobility Solutions. This step promises to boost the sector by establishing a regulatory framework.
Significance of the Scheme
Ropeways are an economical mode of transportation, given their straight-line trajectory over hilly terrains, resulting in lower land acquisition costs. Even though their per kilometer construction cost may be higher than that of roadways, the overall economics might be more favourable. Another advantage is speed; as an aerial mode of transport, ropeways can be constructed in a straight line over uneven terrain, saving time. They also contribute to environmental sustainability by minimizing dust emissions and providing last-mile connectivity.
Benefits of Ropeways
Ropeways are particularly suitable for challenging or sensitive terrains. They can traverse obstacles like rivers, buildings, and roads without difficulty, and require minimal ground space. Also, they are economical, with multiple cars being powered by a single power-plant and drive mechanism. This aspect results in lower construction and maintenance costs. Additionally, a single operator can manage an entire ropeway, leading to labour cost savings. On level ground, the cost of ropeways is competitive with narrow-gauge railroads, while in mountainous areas, they hold the upper hand.
In terms of flexibility, ropeways can simultaneously transport different types of materials. They are also capable of handling large slopes and elevations. Unlike roads or railroads which require switchbacks or tunnels, ropeways can travel directly up and down cliffs. An added advantage is their low footprint. The need for only narrow-based vertical supports at intervals leaves the rest of the land free for other uses, making ropeways a practical choice in built-up areas and places where land use competition is high.
