India and Maldives Strengthen Security, Infrastructure Cooperation

Recently, the Indian Prime Minister held crucial bilateral talks with his Maldivian counterpart, during which he underscored the significance of cooperation between the two nations in areas of security and defence for peace and stability. The talks were centered around various domains including the geography of Maldives, the Greater Male Connectivity Project, and broader India-Maldives relations in the context of the Indian Ocean Region.

Outcomes of the Bilateral Talks

The discussions resulted in some key decisions regarding security, infrastructural development, and cooperation in multiple areas. In order to counter transnational crime, terrorism, and drug trafficking in the Indian Ocean region, India pledged to provide 24 vehicles and a naval boat to the Maldives Security Force, along with training for the island nation’s security personnel.

Moreover, with an aim to bolster infrastructure, both countries announced the initiation of the Greater Male Connectivity Project — a USD 500 million project financed by India. The objective of this mega-project is to strengthen the connectivity within the Maldives by constructing bridges and causeways between islands surrounding Male.

Agreements Signed During the Bilateral Talks

The countries demonstrated their mutual commitment to broaden cooperation by signing six agreements spanning areas such as cybersecurity, capacity building, housing, disaster management, and infrastructure development. Additionally, India offered USD 100 million in financial aid to help the island-nation complete specific infrastructure projects.

India’s Relations with Maldives: A Historical Overview

The bilateral ties between India and Maldives have traditionally been strong, marked by close cooperation in the areas of security, economy, and development. This relationship has been reciprocated through various initiatives like the inauguration of the National College for Policing and Law Enforcement (NCPLE) and the building of a drug detoxification and rehabilitation centre in Addu with Indian assistance.

Economic Cooperation: Focus on Tourism and Infrastructure

Tourism, being the mainstay of the Maldivian economy, has led to the country becoming a significant tourist destination for Indians. Indian company, Afcons, signed a contract for the largest-ever infrastructure project in Maldives — the Greater Male Connectivity Project (GMCP), further consolidating economic ties. Bilateral trade has also witnessed robust growth.

Challenges in India-Maldives Relations

Despite the close ties, there have been challenges in the relations between the two nations. Political instability in the Maldives has been a concern for India from a security and development standpoint. Radicalisation is another key issue, as an increasing number of Maldivians are being drawn towards terrorist groups including Islamic State (IS) and Pakistan-based jihadist outfits.

The China Factor in Indo-Maldivian Relations

China’s increased strategic footprint in India’s neighbourhood, particularly in the Maldives, remains a point of concern for India. The Maldives forms an integral part of China’s “String of Pearls” strategic construct in South Asia.

The Way Forward

India continues to be a vital partner for the Maldives. However, it must remain attentive to developments in the island nation and play a bigger role in ensuring regional security in South Asia and surrounding maritime boundaries. It needs to effectively communicate its intentions behind various projects in the Maldives to counter any potential negative sentiments and maintain its fruitful relationship with the country.
