Rail Tourism Push and Digital Highway Reform

Rail Tourism Push and Digital Highway Reform

Two recent launches by the Union government signal parallel efforts to modernise infrastructure governance while deepening cultural connectivity. The release of the coffee table book on the Karnataka Bharat Gaurav Train highlights Indian Railways’ transformation into a facilitator of spiritual tourism, while the upgraded RAJMARG PRAVESH portal aims to simplify permissions along National Highways. Together, they reflect a broader push toward ease of doing business, digital governance, and integrated national connectivity.

Karnataka Bharat Gaurav Train: Railways as Cultural Connector

The coffee table book titled “Karnataka Bharat Gaurav Train: Journey of a Thousand Shrines” was launched by Union Minister of State V. Somanna at Rail Bhawan. The book documents the conception and execution of the Karnataka Bharat Gaurav Train under the Bharat Gaurav Policy.

Conceptualised by Dr. Anup Dayanand (IRTS, Retd.), the initiative is part of Indian Railways’ effort to reposition itself from a mere transporter to a tourism and cultural enabler. Under the scheme, themed trains operate curated pilgrimage circuits such as:

  • Kashi Darshan
  • Jyotirlinga Darshan
  • Shakti Peetha Yatra
  • Dakshina Yatra
  • Dwarka Yatra
  • Puri Jagannath Yatra

These circuits align with national integration initiatives like Dekho Apna Desh and Ek Bharat Shreshtha Bharat.

As per available data, 46 trips have carried nearly 28,786 pilgrims, generating approximately ₹25.57 crore in revenue while ensuring affordability through state support and inclusive design, particularly for senior citizens.

Spiritual Tourism and Inclusive Infrastructure

The Karnataka Bharat Gaurav Train demonstrates a policy shift toward bundled service delivery. The all-inclusive package covers rail travel, vegetarian meals, accommodation, local transport, tour guides and sightseeing.

This model serves multiple policy objectives:

  1. Promoting domestic tourism.
  2. Enhancing rail asset utilisation.
  3. Supporting senior citizens and first-time pilgrims.
  4. Strengthening emotional and cultural integration.

In this sense, the initiative blends economic viability with cultural outreach, illustrating how transport infrastructure can support soft-power narratives.

RAJMARG PRAVESH: Digitalising Highway Permissions

In parallel, Union Minister Nitin Gadkari launched the upgraded RAJMARG PRAVESH portal to streamline No Objection Certificate (NOC) approvals for access and utility works along National Highways.

The portal enables online applications for:

  • Fuel stations and wayside amenities.
  • Private property access and connecting roads.
  • Utility laying — water, gas pipelines, optical fibre cables, and electrical lines.

By making the approval process digital, transparent, and time-bound, the initiative strengthens ease of doing business and reduces bureaucratic delays.

Institutional Ecosystem Behind the Reform

The upgraded portal operates under the Ministry of Road Transport and Highways, in coordination with agencies such as:

  • (NHAI)
  • (NHIDCL)

Such digitisation aligns with broader governance reforms focused on single-window clearances, reduced compliance burden, and predictable regulatory timelines.

Infrastructure Governance: A Converging Narrative

Though distinct in domain, both initiatives reflect common themes:

  • Infrastructure as a tool for national integration.
  • Digital platforms improving transparency.
  • Citizen-centric service delivery.
  • Blending economic efficiency with social objectives.

While the Bharat Gaurav Train strengthens cultural connectivity, RAJMARG PRAVESH enhances logistical and industrial access along highways. Together, they illustrate India’s evolving infrastructure governance model — one that integrates tourism, digitalisation, and ease of doing business.
