The Uttar Pradesh government has launched Project GANGA (Government Assisted Network for Growth and Advancement) to establish a comprehensive, fiber-based broadband network across rural areas. Developed in partnership with the State Transformation Commission and Hinduja Group’s broadband arm, OneOTT Intertainment Limited, the project focuses on transforming rural connectivity on a ‘no-profit, no-loss’ model. - Household Penetration: High-speed wired broadband access will reach approximately 20 lakh rural households, benefiting close to one crore citizens under the “Ganga Fiber” brand.
- Geographical Expansion: The initial phase rolls out across 21 selected districts, with targeted long-term expansion covering all 57,000 Gram Panchayats and roughly 8,000 Nyaya Panchayats in Uttar Pradesh. Priority will be given to border districts including Shravasti, Bahraich, and Balrampur to stimulate economic growth in underserved zones.

Focus on Gender Inclusion
The policy actively mandates that approximately 50% of the total target beneficiaries and digital entrepreneurs under this framework must be women. The state aims to expand rural women-led digital enterprises, building on existing grassroot models like the BC Sakhi scheme.
