In a significant stride towards fostering a culture of innovation and research in India, the Anusandhan National Research Foundation Bill, 2023, was recently introduced in the Lok Sabha. This visionary legislation seeks to establish the Anusandhan National Research Foundation (NRF) as a premier institution dedicated to providing strategic direction and support to scientific research in the country.

A Catalyst for Research Advancement

The NRF, envisioned as the apex body for scientific research, is aligned with the recommendations of the National Education Policy (NEP). With an ambitious agenda, the foundation aims to cultivate an environment conducive to research and development (R&D) across India’s educational institutions, research centers, and laboratories. The bill outlines the establishment of a substantial Rs 50,000-crore fund, which will be sourced not only from the government but also from the private sector. This infusion of resources will serve as a catalyst for propelling R&D endeavors to new heights.

Diverse Funding Mechanisms

Central to the NRF’s mission is the implementation of diverse funding mechanisms to invigorate various facets of research and innovation. The bill proposes the creation of distinct funds, each serving a specific purpose:

  • Anusandhan National Research Foundation Fund: This fund is dedicated to financing activities outlined in the bill, including the development and execution of research projects and initiatives.
  • Innovation Fund: Recognizing the critical role of creativity in research, this fund will support exceptional innovations in areas aligned with the foundation’s objectives.

Nurturing Collaborations and Partnerships

One of the core functions of the NRF is to facilitate robust collaborations among academia, industry, and government entities. The foundation serves as an interface mechanism, enabling active participation and contributions from various stakeholders. This collaborative approach is set to revolutionize the research landscape by creating a seamless integration between scientific advancements and real-world applications. Dynamic Organizational Structure

The NRF’s organizational structure is designed to accommodate a multidisciplinary approach and ensure effective governance. The governing board, led by the Prime Minister as the ex-officio president, comprises 15 to 25 distinguished researchers and professionals. This board will provide strategic direction, shaping the foundation’s initiatives and policies. Additionally, the Minister of Education and the Minister of Science and Technology will serve as vice presidents, further reinforcing the high-level commitment to the NRF’s mission.

The Department of Science and Technology (DST) will play a pivotal administrative role, overseeing the operational aspects of the NRF. This collaborative arrangement ensures seamless coordination between the foundation and the government, streamlining the implementation of strategic initiatives.

A notable feature of the NRF’s structure is the establishment of an executive council under the guidance of the Principal Scientific Adviser.
