Assam’s Bill to Abolish all State-run Madrassas

The Assam government has tabled a bill to abolish all state-run madrassas on December 28. As per the bill, all the madrassas that are run by the state government will be abolished and converted into general schools from 1st April 2021.

Key Points

  • The bill called Assam Repealing Bill, 2020 was tabled by the Education Minister Himanta Biswa Sarma.
  • However, the bill has seen objections against it from the opposition.
  • The bill is proposed to abolish the two present acts – Assam Madrassa Education (Provincialisation of Services of Employees and Re-Organisation of Madrassa Educational Institutions) Act, 2018 and Assam Madrassa Education (Provincialisation) Act, 1995.
  • The bill will not control private madrassas.
  • All madrassas will be converted into upper primary and higher secondary schools. It must be noted that no change will be made in the service conditions of the teaching, non-teaching staff, and pay and allowances.
  • At present, there are 610 state-run madrassas in the state.
  • The state is approximately spending Rs 260 crore per year on these madrassas.

Disability Studies University

Recently, it has been announced that the first-of-its-kind Disability Studies University will be set up in Assam. The central university of disability studies and rehabilitation will be set up in the Kamrup district of the state. The university is said to have 8 departments like disability studies, special education, psychology, orthotics and prosthetics, nursing, audiology and speech-language pathology, rehabilitation sciences and assistive technology, and inclusive and universal design.
