The Ministry of Social Justice and Empowerment, Government of India, has been actively working towards creating an inclusive and equitable society that caters to the needs of all its citizens. In line with this vision, the Atal Vayo Abhyuday Yojana (AVYAY) was introduced as one of the schemes aimed at empowering senior citizens and ensuring their well-being.
Introducing Atal Vayo Abhyuday Yojana (AVYAY)
Previously known as the National Action Plan for Senior Citizen (NAPSrc), AVYAY was revamped and renamed in April 2021. It is a Centrally Sponsored Scheme that seeks to empower senior citizens in India, enabling them to lead healthy, dignified, and self-reliant lives while fostering social and intergenerational bonding. The Ministry of Social Justice and Empowerment serves as the nodal agency for the implementation of this scheme.
Components of AVYAY
The scheme comprises two key components: the Integrated Program for Senior Citizens (IPSrC) and the State Action Plan for Senior Citizens (SAPSrC).
- Integrated Program for Senior Citizens (IPSrC): Under the IPSrC, the focus is on setting up homes that aim to improve the quality of life for senior citizens, particularly those who are indigent and lack access to basic amenities. These homes provide a supportive environment and essential services that cater to the specific needs of senior citizens.
- State Action Plan for Senior Citizens (SAPSrC): To ensure a comprehensive approach, each state and union territory is expected to formulate its own action plan for the welfare of senior citizens. These plans are tailored to address the unique challenges and requirements of the elderly population in their respective regions.
Schemes Launched under AVYAY
Several schemes have been launched under the umbrella of AVYAY to cater to the diverse needs of senior citizens in India. These schemes are designed to promote their well-being, livelihood, and overall quality of life. Some of the key schemes include:
- Poshan Abhiyan for the Elderly: This scheme focuses on ensuring proper nutrition and healthcare for senior citizens. It emphasizes the importance of a balanced diet and access to healthcare services to enhance their overall well-being.
- Livelihood and Skilling Initiatives for Senior Citizens: Recognizing the potential and experience that senior citizens bring, this scheme aims to provide them with opportunities for livelihood and skill development. By leveraging their knowledge and expertise, senior citizens can actively contribute to society.
- Scheme on Promoting Silver Economy: The silver economy refers to the economic activities and opportunities arising from the needs and preferences of senior citizens. This scheme aims to tap into the silver economy by supporting initiatives that cater to the demands of senior citizens and promote their active participation in economic activities.
- Awareness Generation and Capacity Building for the Welfare of Senior Citizens: Creating awareness about the rights, entitlements, and services available to senior citizens is crucial for ensuring their well-being. This scheme focuses on generating awareness among senior citizens and building capacity among stakeholders to effectively address their needs.
- Channelizing CSR Funds for Elderly Care: Corporate Social Responsibility (CSR) funds can play a significant role in supporting initiatives for elderly care. This scheme aims to channelize CSR funds towards programs and projects that benefit senior citizens and contribute to their welfare.
