The Biotech-Krishi Innovation Science Application Network (Biotech-KISAN) is a scientist-farmer partnership scheme launched by the Central Government in 2017 for promoting innovation in the agricultural sector. This programme connects science labs with farmers to find out innovative solutions and technologies that can further improve farming practices.

The Department of Biotechnology has issued a Special Call for North East Region as part of this mission to increase the understanding of the local-level problems of NER farmers and solve them using scientific endeavours. So far, this scheme has established 146 Biotech-KISAN hubs across all agroclimatic zones and Aspirational Districts.
