Budget Boost for India’s Biopharma Sector

India’s Union Budget 2026–27 has announced a major push for the pharmaceutical and biopharmaceutical sector. The measures aim to strengthen domestic manufacturing, expand clinical research capacity, and improve pharmaceutical education and regulation. The overall focus is on building a more self-reliant, innovation-driven healthcare ecosystem and reducing dependence on imports in critical medicines and biologics.

Biopharma SHAKTI Initiative

A new programme titled Biopharma SHAKTI has been launched with an outlay of ₹10,000 crore over five years. It is designed to position India as a global biomanufacturing hub. The initiative will support domestic production of biologics and biosimilars, which are increasingly important in modern healthcare. The programme is expected to:

  • Promote advanced biomanufacturing infrastructure.
  • Encourage innovation in high-value therapies.
  • Reduce import dependence in biologic medicines.
  • Strengthen healthcare security through local capacity.

Expansion of Clinical Research Capacity

Under the new framework, a network of over 1,000 accredited clinical trial sites will be created across the country. This is intended to improve India’s standing as a preferred destination for clinical research and speed up drug development. The expansion is expected to:

  • Improve the quality and credibility of clinical trials.
  • Support faster development of new medicines.
  • Increase access to advanced therapies for patients.
  • Create opportunities for researchers and medical professionals.

Regulatory and Institutional Strengthening

The Central Drugs Standard Control Organisation will be strengthened through a dedicated scientific review cadre and specialist support. The aim is to align approval timelines and regulatory processes with global standards, while maintaining scientific rigour and patient safety.

New NIPERs and Research Ecosystem

The Budget also provides for three new National Institutes of Pharmaceutical Education and Research and the upgradation of the existing seven NIPERs. This will expand India’s capacity in pharmaceutical education, advanced research, and industry-linked innovation. The move is expected to build a skilled workforce and support long-term growth in the pharma and biopharma sectors.
