Cabinet Approves Rs.2,539.61 Cr BIND Scheme to Boost Prasar Bharati

The Cabinet Committee on Economic Affairs has approved a considerable financial outlay for the Central Sector Scheme – “Broadcasting Infrastructure and Network Development” (BIND), as proposed by the Ministry of Information and Broadcasting. This significant development in India’s broadcasting landscape aims to boost the expansion and modernization efforts of Prasar Bharati, India’s public broadcaster.

Understanding BIND scheme

The BIND scheme is a specialized initiative aimed at delivering financial support to Prasar Bharati. The allocated funds are intended for the expansion and upgradation of its broadcast infrastructure, development of content, and the execution of civil work related to the organization.

Prasar Bharati plays a pivotal role as a public broadcaster in India, providing information, education, and entertainment to the masses, particularly those residing in remote areas. It disseminates its services through two key mediums – Doordarshan (DD) and All India Radio (AIR). Notably, during the COVID-19 pandemic, Prasar Bharati was instrumental in disseminating public health messages and raising awareness amongst the public.

Scope and Expansion

The BIND scheme is set to further enhance Prasar Bharati’s reach, notably in Left Wing Extremism (LWE) affected regions, border areas, and other strategic locations. The plan aims to deliver high-quality content to viewers across the nation.

AIR FM is set to witness substantial growth under this scheme. The anticipated increase in coverage will be from the current 59% to 66% geographically, and from 68% to 80% population-wise. This stride is expected to increase AIR FM’s accessibility and impact significantly.

In a significant move to make broadcasting more accessible, the BIND scheme also anticipates freely distributing over 8 lakh DD Free Dish STBs (Set Top Box) to residents in remote, tribal, LWE affected and border areas.

The Significance of the Initiative

Apart from broadening the scope of public broadcasting, this project is expected to stimulate job creation indirectly. This can be achieved through the manufacturing and services related to the supply and installation of broadcast equipment.

The content generation and innovation aspects of AIR & DD hold promising potential for indirect employment. Opportunities could be created for individuals with varied experiences in different media fields, including TV/Radio production, transmission, and associated media-related services. This would not only foster a more inclusive and dynamic media environment but also contribute to the country’s economic growth.
