Digital India Common Service Centres

The Ministry of Electronics and Information Technology (MeitY) initiated the Digital India Common Service Centre (DICSC) project, targeting the enhancement of digital accessibility in rural India. The pilot phase will commence in Uttar Pradesh, specifically in Pilibhit and Gorakhpur, reflecting a broader governmental strategy to bridge the digital divide in underserved regions.

Overview of DICSC

The DICSC initiative aims to establish a network of service centres that provide essential government and commercial services. These centres will function as multifunctional hubs, offering services such as Aadhaar registration, banking, telemedicine, and e-commerce support. This model not only facilitates access to crucial services but also empowers local entrepreneurs to manage these centres, thus encouraging local economic development.

Service Centre Distribution

MeitY plans to roll out 4,740 DICSC centres across ten districts, with an important concentration in Uttar Pradesh. Pilibhit will host 720 centres, while Gorakhpur will see 1,273. Other states involved include Maharashtra, Himachal Pradesh, and Mizoram, among others. This widespread distribution is designed to ensure that even the most remote villages can benefit from digital services.

Infrastructure and Budget

Each DICSC will be equipped with high-speed broadband and modern facilities to ensure effective service delivery. The initial phase of the project has a budget allocation of ₹31.6 crore, with the possibility of extension based on performance metrics. The operational oversight will be managed by CSC e-Governance Services India Limited, which will ensure the project meets its objectives efficiently.

Mobile Service Units

In addition to fixed centres, the DICSC project includes mobile service units equipped with GPS technology. These mobile vans will reach remote areas, promoting government schemes and delivering services directly to citizens. This approach is particularly crucial for regions that are hard to access, thereby enhancing the overall impact of the initiative.

Economic and Social Impact

The DICSC project is expected to create job opportunities through the engagement of village-level entrepreneurs (VLEs). By enabling local individuals to operate these service centres, the initiative not only promotes self-employment but also stimulates local economies. The anticipated economic growth will help uplift rural communities, contributing to a more inclusive digital landscape in India.
