Draft Higher Education Commission of India (HECI) Bill
The Central Government is planning to unveil draft Higher Education Commission of India (HECI) Bill. It aims to provide a single and centralised regulator for higher education in India. The 2020 National Education Policy has highlighted the importance of such an institution as opposed to the administrative complexity caused by multiple authorities like UGC and All India Council for Technical Education (AICTE).
The composition of the 13-member HECI is expected to be more representative and reflective of an academic body. The proposed legislation will remove overlaps in jurisdictions of different regulatory authorities and eliminates currently-redundant regulatory provisions concerning Indiaâ€™s higher education.
