The Global State of Democracy Report 2021, recently unleashed a shocking revelation that there was an upsurge in the number of countries inclining towards authoritarianism in 2020 compared to those embracing democracy.

Published by the International Institute for Democracy and Electoral Assistance (International-IDEA), this report aims to shape global discussions and critically evaluate current trends and challenges confronting democracy, which were accentuated due to the Covid-19 pandemic. The report also puts forth specific policy suggestions to spark innovative ideas for policymakers, government bodies, and civil society organizations advocating for democracy worldwide.

About International Institute for Democracy and Electoral Assistance

International IDEA is an intergovernmental organization committed to advancing sustainable democracy across the globe. Established in 1995, it presently comprises 33 member states. It supports the creation, fortification, and safeguarding of democratic political institutions and procedures on all levels, positioning democracy as a universal aspiration contributing to sustainable development.

Main Highlights of the Report

The rise of authoritarian tactics among democratically elected Governments, including well-established democracies, was one of the stark findings in the report. The Covid-19 pandemic added to the stress, imposing restrictions on movement and freedom of expression, especially in governments sensitive to criticism. The report noted 2020 to be the worst year on record concerning the number of countries affected by escalating autocratization. Non-democratic nations suffered immensely as the pandemic further reduced their already limited civic space. Interestingly, this democratic backsliding often witnessed substantial public backing.

Indian Context

The report presented worrying instances of democratic backsliding, with Brazil and India being the primary cases. However, India continues to be categorized as a mid-level performing democracy since the year 2000.

Major Recommendations

The report suggested the need for a new social contract to bridge the gap between public expectations and government deliverables. This involves designing responsive, inclusive, accountable, and transparent institutions focused on sustainable development. It emphasized the necessity to rebuild existing institutions by updating practices in established democracies, building democratic capacity in emerging democracies, and safeguarding electoral integrity, essential freedoms, rights, and checks and balances crucial for thriving democratic systems.

The report also stressed the significance of strengthening civil society as a deterrent against rising authoritarianism and democratic backsliding. This can be achieved through education, support to independent civil societies, combating disinformation, and fostering free and independent media to encourage the growth of democratic cultures, values, and practices.
