The government has set up a Nodal Authority to frame Approved Standardised Deep-Sea Fishing Vessels (DSFV) Design and Specifications (ASDDS). This nodal authority will help state fisheries departments in expediting the implementation of the Pradhan Mantri Matsya Sampada Yojana (PMMSY).
Key Points
- The ASDDS will give the minimum basic design parameters under which the vessels should be constructed. Deep-Sea Fishing Vessels that will be constructed in compliance with the ASDDS shall be eligible for subsidy under the PMMSY scheme.
- The idea of ASDDS was initiated by the ministry of ports, shipping, and waterways.
- The ASDDS will cover the basic design aspects like General Arrangement, Outline Specifications, Basic Structural Drawings, Basic Calculations, etc.
- ASDDS will be prepared by Cochin Shipyard Ltd (CSL), technically vetted by the Central Institute of Fisheries Technology (CIFT).
- ‘ln Principle’ approval to ASDDS will be given by the Indian Register of Shipping (IRS).
- Respective Agency will be responsible for approval of any additional requirement to the minimum basic parameter.
- The Nodal Authority will be headed by the CIFT director with representatives from Cochin Shipyard Ltd, the Naval Architecture Department of the Indian institute of Technology, Kharagpur or llT Madras, and the Indian Register of Shipping.
PMMSY
The Pradhan Mantri Matsya Sampada Yojana is a scheme for sustainable development of the fisheries sector with an estimated investment of Rs 20,050 crores for implementation during a five-year period (from April 1, 2020) in all States/Union Territories, as a part of the AatmaNirbhar Bharat Package.
Of this, an investment of around Rs 12,340 crores is proposed for beneficiary-oriented activities in Marine, Inland fisheries, and Aquaculture, and about Rs, 7,710 crores are for fisheries infrastructure.
Finance Minister Nirmala Sitharaman while presenting the budget said that substantial investments in the development of modern fishing harbors and fish landing centres will be done.
To begin with, 5 major fishing harbors Chennai, Kochi, Paradip, Visakhapatnam, and Petuaghat will be developed as hubs of economic activity.
