The Indian Navy’s largest biennial Theatre Level Operational Readiness Exercise (TROPEX 21) has recently made headlines. The exercise kickstarted in early January and is expected to conclude by the third week of February. This operation has broad participation, involving the Indian Navy, Coast Guard, Marine Police from 13 coastal states and Union Territories, and other maritime stakeholders.
Theme and Aim of TROPEX 21
The theme of this year’s exercise was designated as ‘Combat Ready, Credible and Cohesive force’. TROPEX 21 seeks to promote stability and peace within the Indian Ocean Region. It further aims to validate the Navy’s capabilities in both offensive and defensive operations to protect national interests within the maritime domain.
The Initial Phase: Exercise ‘Sea Vigil’
The Indian Navy initiated the first phase of TROPEX 21 with a coastal defence exercise called ‘Sea Vigil’. Conducted on the 12-13th January 2021, ‘Sea Vigil’ covered the entire coastline and island territories of the nation. The objective of this exercise was to validate the newly revamped coastal defence setup – a direct response to the 26/11 terror attacks in Mumbai.
The Second Phase: AMPHEX-21
Following ‘Sea Vigil’, the Navy carried out the large-scale joint amphibious operation, AMPHEX-21. This was designed to test the combat readiness of the navy under complex, multidimensional scenarios, reflecting the current geostrategic environment.
Geographical Expanse and Oversight
TROPEX 21 is expansive both in participation and geographical coverage. The operation spans the vast expanse of the Indian Ocean Region. To ensure efficient conduct, the Naval Headquarters oversees TROPEX 21. All three Commands of the Indian Navy, namely the Eastern, Western and Southern Naval Command, participate in this operation. The sole Tri-Service theatre command of the Indian Armed Forces, located at Port Blair, is also involved.
