Haryana Government to Implement QR Code Property Tax System

The government of Haryana has taken up an ambitious initiative aimed at automatic property-tax collection. The project entails the installation of metal plates bearing an 18-digit Quick Response (QR) code outside every built-up structure throughout the state. These metal plates will carry a Unique Property Identification and QR code, or what is being termed as the Digital Door Number.

With the integration of accurate plot area measurements and data on floors constructed at the time of survey, these QR codes will provide detailed information about each property. The measurements are gathered through a two-fold approach; base map service and on-ground field measurements.

Geographic Information Survey: The Foundation of the Project

In a bid to make this project successful, the government is presently conducting a Geographic Information Survey (GIS). This drone-based survey targets to scrutinize all types of properties – residential, commercial, industrial, institutional, and even vacant ones, spread across the state.

How the QR Code System Will Benefit the State and Residents

Foremost, it will tremendously boost the property-based tax revenues. The real-time property tax collection mechanism will ensure an increase in the fund availability for the Urban Local Bodies. This will, in turn, enable them to undertake more developmental initiatives in the future.

For the residents, the system will facilitate faster building approvals in case of any alterations to the structure. The Change of Land Use will also be simplified. Moreover, the geo-tagged property data generated by this project will be instrumental for planning and day-to-day developmental tasks.

The Future Outlook: Linking with Other Government Schemes

The transformation of physical property records into digital format is a significant leap. Once all records are digitized through the QR codes system, it will allow the government to connect other governmental schemes. This means that transferring benefits to residents using these QR codes could become a seamless process in the future.
