The Indian government has recently announced the formation of the Indian National Space Promotion and Authorization Center (IN-SPACe). This independent nodal agency, established under the Department of Space, represents a component of the reforms proposed as part of the economic stimulus packages. The initiative aims at enhancing the engagement and participation of the private sector in space-related activities and utilising India’s space resources.
Overview of IN-SPACe
Intended as a single-window nodal agency, IN-SPACe will have its own cadre to permit and supervise the operations of private firms. This development is a fraction of the reforms designed to bolster the participation of the private sector in space-related ventures.
Role of IN-SPACe in Partnership with Private Sector
One of the key functions of the agency is to encourage, promote and assist the private sector’s involvement in the Space Sector. At present, over 500 private companies are associated with the Indian Space Research Organisation (ISRO) in undertaking a variety of space-related activities. These companies contribute materials for manufacturing, mechanical fabrication, electronic fabrication, as well as system development and integration.
Integration and Management of Launch Activities
Another primary responsibility of IN-SPACe includes generating an integrated launch manifest that considers the requirements of ISRO, New Space India Limited (NSIL), and private companies. Decisions are made based on priorities and readiness levels.
Once these reforms are fully implemented, the role of NSIL will extend to constructing launch vehicles, offering launch services, developing satellites, providing space-based services, facilitating technology transfers, and more.
Technology and Infrastructure Sharing
IN-SPACe will also strive to implement a suitable mechanism to enable the sharing of technological knowledge, expertise, and facilities either free of cost or at a reasonable cost wherever feasible. This move is intended to further incentivise private companies’ participation.
The government will permit the utilisation of those ISRO infrastructures that are not otherwise available elsewhere in India.
Establishment of Facilities and Policy Implementation
In line with safety norms and feasibility assessments, IN-SPACe will authorise the establishment of facilities within ISRO premises. The decisions made by IN-SPACe will be final and binding on all stakeholders, including ISRO. Consequently, private players will not be obligated to seek separate permission from ISRO.
