India’s ‘SAGAR SAMPARK’: A Leap Forward in Digital Transformation

The Ministry of Ports, Shipping, and Waterways of India has recently unveiled ‘SAGAR SAMPARK’. The initiative is an embodiment of digital transformation in the maritime industry marking a significant step forward in the field.

About SAGAR SAMPARK

An Indigenous Differential Global Navigation Satellite System (DGNSS), SAGAR SAMPARK corrects errors and inaccuracies in the Global Navigation Satellite System (GNSS). Hence, it offers more precise positioning information. The incorporation of the DGNSS system is expected to revolutionize maritime navigation, enabling safer and more efficient movement of vessels in port and harbor areas.

Features of SAGAR SAMPARK

Several features enhance the functioning of this new system, making maritime operations even more effective:

1. Enhanced Safety: By aiding mariners in safe navigation, the DGNSS service drastically reduces the risk of collisions, groundings, and accidents at sea.

2. Accuracy Improvement: This system considerably enhances the accuracy of GPS positioning by reducing errors caused by atmospheric inferences, satellite clock drift, and other factors.

3. Redundancy and Availability: The DGNSS includes multiple satellite constellations such as GPS and GLONASS, ensuring increased availability and redundancy following international standards.

4. Precise Positioning: With DGNSS, mariners can now refine their positioning within 5 meters, which facilitates better navigation and reduces the margin of error.

5. Meeting International Obligations: This new system also fulfills the international obligations of organizations like the International Maritime Organization (IMO), Safety of Life at Sea (SOLAS), and the International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA).

Note on International Obligations

The IMO’s SOLAS is a key international treaty safeguarding the security of merchant ships. It ensures that ships adhere to minimum safety standards in their construction, equipment, and operation. Similarly, IALA is an international technical association that advocates for harmonizing marine aids to navigation worldwide.

Other Government Initiatives Related to Maritime Security

To increase maritime security, the Indian government has undertaken several initiatives, some of which include:

1. NavIC: The Indian Regional Navigation Satellite System (IRNSS), known as NavIC, operates with a constellation of 7 satellites and a network of ground stations working round the clock. The coverage area of NavIC includes India and the region extending up to 1500 km beyond the Indian boundary.

2. SAGAR Vision: Unveiled in 2015, the SAGAR vision aims at boosting relations with India’s maritime neighbors on economic and security fronts.

3. Indian Ocean Naval Symposium: This voluntary initiative aims to foster maritime cooperation and enhance regional security by bringing together the navies of the Indian Ocean Region (IOR) littoral states.

4. Maritime India Vision 2030: This initiative aims to spur the growth of the maritime sector over the next decade by enhancing infrastructure, efficiency, services, and capacity across ports, shipping, and waterways.
