The Ministry of Health and Family Welfare in India has been working diligently to tackle mental health issues across the nation. Their efforts have resulted in a variety of initiatives aimed at promoting, protecting, and enhancing the mental well-being of citizens. National Mental Health Programme (NMHP)
Launched initially in 1982 and subsequently restructured in 2003, NMHP is an ambitious programme focused on modernizing mental health facilities and upgrading psychiatric wings in medical institutions. An integral part of this program is the District Mental Health Programme (DMHP), initiated in 1996, which aims at providing community mental health services at the primary healthcare level across 716 districts. DMHP offers outpatient services, counselling, psycho-social interventions, and support for severe mental disorders at community health and primary health centres. Together, these programs form a comprehensive mental health care strategy in India.
National Tele Mental Health Programme (NTMHP)
Launched in October 2022, NTMHP’s main goal is to provide accessible quality mental health counselling and care services nationwide. The National Institute of Mental Health and Neuro Sciences (NIMHANS), based in Bengaluru, acts as the coordinating body for Tele MANAS, disseminating its services all over the country. In total, 36 Tele Mental Health and Normalcy Augmentation Systems (MANAS) units have been established across 25 states/union territories. These units have so far addressed 63,806 calls on the helpline number.
NIMHANS and iGOT-Diksha Collaboration
A noteworthy collaboration between NIMHANS and iGOT-Diksha is providing psychosocial support and training via the iGOT-Diksha platform. This online learning platform serves as a vital tool to conduct training for health workers, equipping them with necessary skills and knowledge regarding mental health care.
Ayushman Bharat β HWC Scheme
Health and Wellness Centres (HWCs), under the ambit of the Ayushman Bharat Programme, seek to provide a wide array of services spanning preventive, promotive, curative, rehabilitative, and palliative care. The focus is on improving the quality of life for people dealing with serious illnesses. Guidelines on Mental, Neurological, and Substance use Disorders (MNS) have been set forth to streamline the functioning of these centres.
Addressing Pandemic-Induced Mental Health Challenges
The immense stress induced by the pandemic has led the government to establish a 24/7 helpline offering psychosocial support to various segments of the population. Various guidelines and advisories have been issued targeting different societal groups. Additionally, advocacy via diverse media platforms has been employed to manage stress and anxiety levels among the populace and foster a supportive environment.
Financial Support for Mental Health Institutions
For the fiscal year 2022-23, the District Mental Health Programme has received a fund allocation of Rs. 159.75 Crore from the National Health Mission. These funds will serve to bolster state-level efforts to tackle mental health issues.
Other Initiatives Related to Mental Health
Apart from the aforementioned programs, other noteworthy initiatives include the commemoration of World Mental Health Day, the launch of the Kiran Helpline, and the implementation of the Rashtriya Kishor Swasthya Karyakram.
