Ministry of Coal launched Single Window Clearance Portal

The Union Home Minister, Amit Shah, has recently launched the Single Window Clearance Portal of Ministry of Coal. This portal is a unified platform. The portal facilitates the grant of clearances and approvals which are required to start a coal mine in India.

Background

  • As per the existing norms, there was a need of obtaining 19 major approval or clearances in order to start a coal mine in the country.
  • Major approvals that ware required earlier include the approval of Mining Plan and Mine Closure Plan, Environment and Forest Clearances, Grant of Mining Lease, Clearances related to Safety and Rehabilitation of project affected families, Wild Life Clearance, welfare of workers.
  • These grant for the clearances is either given by central or state governments.

What was the need of new platforms?

If there is no unified or single window clearance portal, the project proponents are required to approach the different administrative ministries and government departments separately. The proponents are required to apply for the requisite clearances that often leads to delay in the operationalization of coal mines. Now, with the launch of the new portal, all the process will be facilitated through the Single Window Clearance Portal. The portal will map all the relevant application formats and the process flow for grant of approval or clearances.

Recent Developments

Recently, the Commercial coal mining was announced under the Aatmanirbhar Bharat Abhiyan of India. After the announcement was made, the Auctions were held June 2020. During that, 19 successful bidders were allotted the coal mines. The government expects that, the commercial coal mining will generate more revenue and create additional jobs. It will also reduce India’s coal imports by 20%. Apart from that, government has also created a Rs. 46,000 crore District Mineral Development Fund. This fund has been created for the people living near the mines. The fund will be utilized for the development of districts.
