National Workshop Inaugurated for Land Record Modernisation

The Ministry of Rural Development recently led the inauguration of ‘Bhumi Samvaad’, a National Workshop on the Digital India Land Record Modernisation Programme (DILRMP). It also introduced the National Generic Document Registration System (NGDRS) portal and Dashboard, both of which are aimed at transitioning towards a more technologically advanced land records system in the country.

The Launch of DILRMP

The DILRMP was officially approved by the Cabinet on 21st August, 2008. The scheme’s main objective is to modernize the country’s land records system. The National Land Records Modernization Programme (NLRMP), now renamed DILRMP, outlines the future trajectory of this initiative. The programme merges two Centrally sponsored schemes, namely, Computerization of Land Records (CLR) and Strengthening of Revenue Administration and updating of Land Records (SRA&ULR).

About DILRMP

The Central Sector scheme, set to run until 2023-24, aims to complete its initial targets and broaden its horizons with the implementation of new schemes. Its key goal is to build an Integrated Land Information Management System (ILIMS) suited for use across the country. This will allow individual States to customize ILIMS based on state-specific needs and requirements.

Understanding ILIMS

ILIMS houses data on parcel ownership, land usage, taxation, location boundaries, land value, encumbrances, etc. It is overseen by the Department of Land Resources under the Ministry of Rural Development.

Aims of DILRMP

The primary objectives of DILRMP include introducing an updated land records system, streamlining automatic mutation processes, integrating textual and spatial records, establishing connectivity between revenue and registration. It also aims to replace the current deeds registration system and presumptive title system with a system of conclusive titling backed by title guarantee.

Components of DILRMP

The programme involves computerization of land records, survey/re-survey, computerization of Registration, and the establishment of modern record rooms or land records management centres at different administrative levels. It also includes training and capacity building.

Benefits of DILRMP

The implementation of DILRMP will grant citizens real-time access to land ownership records. This reduces the need for direct interaction between the citizen and government functionaries, minimizing the potential for corruption and harassment. The utilisation of Public-Private Partnership (PPP) mode for service delivery will further enhance citizen convenience. The single-window service will also enable citizens to save time and effort in obtaining Records of Rights (RoRs), among other documents.

National Generic Document Registration System

This system marks a significant transition from manual registration to online registration of all sale-purchase and transfer of land transactions. This change is a grand leap towards ‘One Nation One Software’ and national integration.

Unique Land Parcel Identification Number

Tagged as “the Aadhaar for land”, this unique number will identify every surveyed parcel of land, thereby preventing fraudulent land transactions. This tool is vital for rural areas where land records are typically outdated and often disputed.
