Nirbhaya Fund is a non-lapsable fund set up by the government to enhance the safety and security of women in India. The Rs.1,000 crore fund was announced by the Central Government in Union Budget 2013. It is administered by the Department of Economic Affairs, Finance Ministry. Since its inception, the fund has been criticised for underutilisation and slow operationalization of approved projects.
The Ministry of Women and Child Development uses this fund to implement three schemes Â– One Stop Centre, Universalisation of Women Helpline and Mahila Police Volunteer. The schemes implemented by the Ministry of Home Affairs are Emergency Response Support System and Central Victim Compensation Fund.
