NITI Aayog has set up a sub-group to prepare a National Action Plan for Migrant Workers. This has been mentioned in the statement made by the Minister of State (I/C) for Labour & Employment Santosh Kumar Gangwar in a written reply in Lok Sabha.
Key Points
- This sub-group for National Action Plan for Migrant Workers includes members from various government ministries, NGOs, subject experts, and civil society organizations.
- All the members will be involved in the preparation of a tangible action plan to address issues related to migrant workers.
- The Government had enacted the Inter-state Migrant Workmen (Regulation of Employment and Conditions of Service) Act, 1979 to safeguard the interest of the migrant workers.
- This act has been now subsumed in the Occupational Safety, Health, and Working Conditions Code (OSH), 2020.
- The OSH Code has been already notified in September 2020.
- The OSH code provides for proper working conditions, grievances redressal mechanisms, minimum wages, protection from abuse and exploitation, social security, and enhancement of the skills of unorganized and organized workers comprising Migrant workers.
- The Code is applicable to every company employing 10 or more inter-state migrant workers. It is also applicable to establishments where workers were employed on any day of the preceding 12 months.
