PADMA: Automated Pay System for Indian Coast Guard Launched

In the recent news, the Ministry of Defense rolled out a new pioneering automated Pay & Allowance module for the Indian Coast Guard, commonly known as PayRoll Automation for Disbursement of Monthly Allowances (PADMA). This state-of-the-art platform leverages the newest technology to facilitate timely and seamless payment of salaries and allowances to approximately 15,000 personnel of the Indian Coast Guard. This initiative comes as a part of the vision for Digital India and supports the ‘Atmanirbhar Bharat’ initiative by being completely indigenously designed and developed.

Key Insights into PADMA

PADMA, developed under the Defence Accounts Department, will be managed by the Pay Accounts Office Coast Guard in Noida. The module represents the commencement of a Centralized Pay System (CPS) facilitated by the Defence Accounts Department Headquarters, aiming to provide one-stop pay accounting solutions for all organizations under the Ministry. The implementation of PADMA not only reinforces the vision for Digital India but also resonates with the ‘Atmanirbhar Bharat’ initiative as it is entirely designed and developed by Indian entrepreneurs in collaboration with domain experts.

Understanding Centralized and Decentralized Payment Systems

India’s Centralized Payment Systems encompass the Real Time Gross Settlement (RTGS) and National Electronic Funds Transfer (NEFT) systems, owned and operated by the Reserve Bank of India.

RTGS provides real-time fund transfers to beneficiaries’ accounts and is primarily intended for large-value transactions. It processes instructions as soon as they are received (real-time), and the settlement of fund transfers happens individually (gross).

On the other hand, NEFT is an electronic fund transfer system wherein transactions received up until a specific time are processed in batches. It is mostly used for fund transfers of up to Rs. 2 lakh.

Conversely, decentralised payment systems comprise RBI-managed clearing houses (Cheque Truncation System centres), other banks’ systems (Express Cheque Clearing System centres), and any other system determined by RBI from time to time.

About Indian Coast Guard

The Indian Coast Guard is India’s maritime law enforcement and search and rescue agency. Its jurisdiction extends over India’s territorial waters, including its contiguous zone and exclusive economic zone. The concept of the Indian Coast Guard came about after the 1971 war following the suggestion by the Rustamji Committee for a multidimensional Coast Guard.

Primary duties of the Indian Coast Guard include preventing smuggling via maritime routes and providing aid to civil authorities during natural calamities. It also collaborates with littoral countries to combat transnational maritime crimes and enhance maritime safety in its region and the Indian Ocean Region.

Under the ‘Security and Growth for All in the Region (SAGAR)’ and ‘Neighbourhood First’ policy, the Indian Coast Guard has fostered professional relationships across oceans and established ties with countries in the Indian Ocean Region for peacekeeping.

The Indian Coast Guard has successfully averted significant ecological disasters and emerged as the ‘First Responder’ in the region, evident from its major fire-fighting and pollution response operation off the Sri Lanka coast, such as the ‘Sagar Aarakshan-II’ onboard Chemical carrier MV X-Press Pearl.
