PMKVY Boosts Skill Development in India

Pradhan Mantri Kaushal Vikas Yojana (PMKVY) is an initiative of the Indian Government, introduced in 2015 with the primary aim of fostering skill development across the nation. This scheme was established to formally recognize and standardize the skills possessed by individuals, thereby enhancing the employability of India’s labor force. The core objective of PMKVY is to equip individuals, particularly daily wage workers, with employable skills that are in high demand, ultimately improving their working efficiency.

Overview of Pradhan Mantri Kaushal Vikas Yojana

The PMKVY operates under the framework of the Ministry of Skill Development and Entrepreneurship (MSDE) and is implemented by the National Skill Development Corporation (NSDC). It provides skill training that is aligned with the National Skill Qualification Framework (NSQF) and is based on industry-led standards. Under the scheme, training and assessment fees are completely paid by the government, making it accessible to all socio-economic strata.

Recognition of Prior Learning

One of the key components of PMKVY is the Recognition of Prior Learning (RPL). This initiative acknowledges the value of learning acquired outside a formal setting and aims to align the competencies of the unregulated workforce with the NSQF. RPL targets individuals with prior learning experience or skills and certifies them for recognition across the country.

Short-Term Training

Short-term training is another aspect of PMKVY, focusing on providing skills to unemployed youth and school/college dropouts. These training programs span various sectors and are designed according to the National Occupation Standards (NOS) and Qualification Packs (QPs) developed by Sector Skill Councils (SSCs). The duration of the training varies from 150 to 300 hours.

Special Projects

Special projects under PMKVY are curated to create a platform that facilitates trainings in special areas and premises of government bodies, corporate or industry bodies, and training in special job roles not defined under the available Qualification Packs (QPs).

Kaushal and Rozgar Mela

Social and community mobilization is an essential part of PMKVY. This is achieved through the organization of Kaushal and Rozgar Melas (Skill and Employment Fairs), ensuring transparency and active participation of stakeholders. These events serve as a platform for interaction between trainees, trainers, and employers.

Continuous Monitoring

To ensure the high standards of training delivery, PMKVY mandates continuous monitoring through the use of technology, dedicated call centers, and third-party auditing. This ensures the scheme’s effectiveness and efficiency.

Rail Kaushal Vikas Yojana

Under the umbrella of PMKVY, the Indian Government has introduced a new initiative called Rail Kaushal Vikas Yojana. This program is tailored to provide vocational training in four specific trades—Electrician, Welder, Machinist, and Fitter. Aimed at enhancing the skill set of individuals in these areas, the scheme plans to train 5,000 candidates over a period of three years. The chosen trades are critical for the railway sector, which plays a vital role in India’s infrastructure and economy.

Target Beneficiaries and Impact

The target beneficiaries of the PMKVY and its associated schemes like Rail Kaushal Vikas Yojana are primarily the youth of India. By providing them with industry-relevant skills, the government aims to empower the youth to secure better employment opportunities and contribute more effectively to the economy. With a focus on upskilling and reskilling the workforce, these initiatives are expected to have a significant impact on reducing unemployment and creating a skilled labor pool ready to meet the challenges of the evolving job market.
