Prime Minister to Chair 32nd PRAGATI Interaction

On 22nd January 2020, the Prime Minister’s 32nd interaction through PRAGATI (Pro-Active Governance and Timely Implementation) is set to take place. Known as the PRAGATI Day, this event occurs every fourth Wednesday at 3.30 PM each month.

PRAGATI: The Concept and Its Inception

Launched in 2015, PRAGATI is more than just an acronym; it represents a platform that enhances the possibility for the Prime Minister to discuss various issues with central and state officials comprehensively. This interaction is backed up with complete, updated information and current visuals depicting ground-level situations. The Prime Minister’s Office (PMO) team, aided by the National Informatics Center (NIC), thoughtfully designed this unique three-tier system. The three tiers represent the PMO, Union Government Secretaries, and the Chief Secretaries of the States.

The Objectives of PRAGATI

The PRAGATI platform pursues three main objectives which are:

  • Grievance Redressal: Addressing and resolving complaints effectively.
  • Programme Implementation: Ensuring smooth execution of programs.
  • Project Monitoring: Keeping track of project advancement and ensuring they stay on course.

Technology Utilized in PRAGATI

The PRAGATI platform leans heavily on modern technology to achieve its objectives. This includes the use of digital data management, geo-spatial technology, and video-conferencing.

Implication of PRAGATI on Cooperative Federalism

PRAGATI works as a unifier as it brings together the Secretaries of Government of India and the Chief Secretaries of the States on one platform. However, it has also sparked some controversy as the Prime Minister’s direct interaction with state secretaries, bypassing the political executives of the states, is seen as undermining the State’s political executive.

PRAGATI – A Step Towards e-Governance and Good Governance

The idea behind PRAGATI leans towards concentrating power within the extra-constitutional office of PMO. This is leading to a robust system of enhanced e-transparency and e-accountability with real-time presence and exchange amongst the key stakeholders. Notably, it marks a significant stride towards innovation in e-governance and good governance.
