The Chaos Computer Club: Europe's Largest Association of Hackers

The Chaos Computer Club (CCC) is a large association of hackers based in Europe, with over 7,700 registered members. Founded in 1981, the CCC has a strong presence in Germany and the surrounding countries, with local chapters (called Erfa-Kreise) in various cities. Some chapters in Switzerland have even formed an independent sister association called the Chaos Computer Club Schweiz.

The CCC describes itself as “a galactic community of life forms, independent of age, sex, race or societal orientation, which strives across borders for freedom of information�”. In general, the CCC advocates for more transparency in government, freedom of information, and the human right to communication. Supporting the principles of the hacker ethic, the club also fights for free universal access to computers and technological infrastructure as well as the use of open-source software.

The CCC has a strong focus on social and political issues, and frequently criticizes new legislation and products with weak information security that could potentially endanger citizen rights or the privacy of users. Members of the CCC have also demonstrated and publicized a number of important information security problems.

Notably, the CCC has been described as “…one of the most influential digital organizations anywhere, the center of German digital culture, hacker culture, hacktivism, and the intersection of any discussion of democratic and digital rights”. Members of the CCC often function as expert witnesses for the German constitutional court, organize lawsuits and campaigns, and otherwise influence the political process.

One recent example of the CCC’s activism is their concern over reports of the Taliban finding U.S. military devices with biometric records in them. After searching, the CCC found such devices being auctioned online and acquired six of them for analysis.

The CCC’s Vision

In addition to their advocacy and activism, the CCC spreads an entrepreneurial vision that refuses capitalist control. This vision includes the belief in the importance of free access to computers and technological infrastructure, as well as the use of open-source software.
