A comprehensive review meeting conducted by the Chief Minister of Delhi shed light on the emergence of non-conforming industrial areas. The rapid expansion of residential, commercial, and industrial activities in Delhi outpaced the capacity of the Delhi Development Authority to allocate land for these purposes. Consequently, residential land was utilized for industrial activities, giving rise to non-conforming industrial areas. These areas, where over 70% of land is utilized for industrial purposes, require immediate attention to address various issues.
Unleashing Employment Opportunities and Economic Growth
Non-conforming industrial areas contribute significantly to Delhi’s GDP and provide employment to a substantial workforce. The redevelopment project aims to create 600,000 job opportunities, offering employment to thousands of young individuals. Additionally, the government expects to generate revenue through this initiative. By converting these areas into conforming industrial zones, the government aims to eliminate security concerns and create a conducive environment for businesses and workers to thrive.
Addressing Infrastructure Challenges
Non-conforming industrial areas often lack essential facilities such as water supply, electricity, waste treatment, and fire safety measures tailored for industrial usage. A Multi-Phase Redevelopment Approach
The government has outlined a well-structured three-phase plan for the redevelopment project:
- Preparation of Layout and Approval: A panel of experts appointed by the Delhi government, in collaboration with local industry associations or societies, will prepare a layout plan. This plan will align with the requirements of MPD-2041 (Master Plan Delhi 2041) to ensure safe and upgraded facilities.
- Redevelopment of Basic Infrastructure: The Delhi government aims to make the industrial areas green, clean, and improved. Activities such as sewage and waste treatment, drinking water supply, management of industrial waste, and road improvements will be undertaken to enhance the overall infrastructure.
- Construction of Common Facility Centers: Based on the specific needs of each industrial area, common facilities will be established. These facilities may include experience centers, tool rooms, processing centers, research and development facilities, accredited testing labs, training centers, business convention centers, raw material banks, and logistics centers.
Financial Support and Industry Participation
To facilitate the successful redevelopment of non-conforming industrial areas, the Delhi government has adopted a cost-sharing model. It will bear 90% of the total cost for preparing the layout plan, with industries contributing the remaining 10%. This approach ensures the active participation of industries while relieving them of a significant financial burden. Once the project is completed, these industrial areas will shed the non-conforming label, transforming into world-class industrial zones capable of accessing loans and expanding their market reach.
