TRAI Releases Digital Connectivity Infrastructure Recommendations

India’s Telecom Regulatory Authority (TRAI) has put forward new recommendations for introducing Digital Connectivity Infrastructure Provider Authorization under a Unified License (UL). These proposals align with the National Digital Communications Policy (NDCP-2018) and highlight the importance of digital infrastructure in boosting economic growth and improving living standards.

Major Recommendations by TRAI

TRAI has made several critical recommendations. The first of these is the creation of the Digital Connectivity Infrastructure Provider (DCIP) Authorization. This new license category allows for both active and passive digital connectivity infrastructure, encouraging the development of businesses specialised in this sector.

The proposed DCIP authorization extends across various elements such as Wireline Access Network, Radio Access Network (RAN), Wi-Fi systems, and Transmission Links. However, core network elements and spectrum are excluded.

To ensure compliance with security conditions, Quality of Service (QoS), and other license obligations, TRAI suggests a principal-agent relationship between DCIPs and licensed entities. DCIP licensees are permitted to share their infrastructure, subject to specific conditions, to promote collaboration, cost reduction, and efficient service delivery.
