Union Minister Issues Guidelines for SVAMITVA Scheme

Recently, the Union Minister of Rural Development & Panchayati Raj has issued guidance regarding the SVAMITVA scheme. The scheme, introduced on National Panchayati Raj Day (April 24), aims to provide an integrated property validation solution for India’s rural areas.

Understanding SVAMITVA

The SVAMITVA (Survey of Villages and Mapping with Improvised Technology in Village Areas) scheme is a joint effort undertaken by the Ministry of Panchayati Raj, State Panchayati Raj Departments, State Revenue Departments, and the Survey of India. The objective of the scheme is to map land parcels in rural inhabited areas.

Techniques Used in the Scheme

The scheme utilizes drone technology and Continuously Operating Reference Station (CORS) for the mapping process. This activity will be carried out across the country in a phase-wise manner spanning four years, from 2020 to 2024.

Benefits of SVAMITVA

The SVAMITVA scheme offers multiple advantages. Firstly, it assists in streamlining planning and revenue collection in rural regions, ensuring clear property rights. Secondly, it contributes to the creation of higher-quality Gram Panchayat Development Plans (GPDPs).

About Gram Panchayat Development Plans (GPDPs)

GPDPs are a constitutional mandate for the preparation of development plans intended for economic growth and social justice. These plans are created using maps developed under initiatives like the SVAMITVA scheme. The creation of GPDP is a participatory process, conducted in conjunction with the schemes of all related Central Ministries or Line Departments pertaining to 29 subjects listed in the Eleventh Schedule of the Constitution.

Current Coverage of SVAMITVA

As of now, the SVAMITVA program is being implemented in six states: Haryana, Karnataka, Madhya Pradesh, Maharashtra, Uttar Pradesh, and Uttarakhand.

This well-structured scheme, aimed at property validation in rural India, not only ensures clarity on property rights but also helps in economic growth and social justice. Through collaborative efforts of various ministries and departments, the SVAMITVA scheme exemplifies a strong stride towards rural development.
