US and Vietnam Elevate to Comprehensive Strategic Partnership

The bilateral relationship between the United States and Vietnam entered a new phase following a meeting between the U.S President and the General Secretary of the Communist Party in Vietnam. Both countries decided to elevate their relationship to a ‘Comprehensive Strategic Partnership’, a step up from their ‘Comprehensive Partnership’ that was established in 2013.

Fraught History of US-Vietnam Ties

The US and Vietnam have had a complex relationship, largely defined by the Vietnam War (1955-1975). The conflict was a Cold War proxy battle where North Vietnam, supported by the Soviet Union and China, sought reunification with South Vietnam, which the US and other Western allies backed. The war culminated in the fall of Saigon to North Vietnamese forces in 1975, marking the end of the conflict and the beginning of a unified Vietnam under communist control.

Despite a strained relationship post-war, the United States normalized diplomatic ties with Vietnam in 1995. Thereafter, the two nations have engaged in economic cooperation and fostered people-to-people exchanges, focusing on trade, security cooperation, and addressing common regional challenges.

The Indo-Pacific: A Strategic and Economic Hub

The Indo-Pacific has emerged as a significant concept over the past decade. This term emerged due to the realization that the Indian and Pacific Oceans formed a linked strategic theater. The region is one of the most active globally, economically and demographically. It encompasses four continents – Asia, Africa, Australia, and America – and is home to 60% of the world’s population and two-thirds of global economic output.

India’s Perspective of the Indo-Pacific

India perceives the Indo-Pacific region through a different lens. While many of its close partners advocate for India’s presence in the South China Sea and East China Sea primarily to counter China, India seeks to foster a peace and security architecture through cooperation. India also supports a rule-based, open, balanced, and stable trade environment in the Indo-Pacific, similar to its expectations from the Regional Comprehensive Economic Partnership (RCEP).

Importance of Indo-Pacific for ASEAN Countries Like Vietnam

India’s approach towards a unified Association of Southeast Asian Nations (ASEAN) contrasts with China’s divide-and-rule strategy. However, ASEAN is seeking ways to collaborate with China rather than comply with the U.S version of the Indo-Pacific, which emphasizes containment of Chinese dominance.

The Significance of the Indo-Pacific

The Indo-Pacific region, stretching from Africa to America, is critical due to its geopolitical, economic, and strategic importance. The area represents a significant concentration of political and economic power, with several of the world’s most populous and economically dynamic countries located here. It is a primary global economic driver due to its key maritime trade routes, such as the Strait of Malacca.

However, the area also reflects increasing strategic competition among major powers like the United States, China, India, and Russia. Balancing China’s rise and ensuring maritime security are key concerns for countries in the Indo-Pacific. The region is also marked by key regional organizations and forums such as ASEAN, QUAD, and the Indian Ocean Rim Association (IORA) that work to address issues, promote economic cooperation, and enhance security.

Environmental Concerns in the Indo-Pacific

The Indo-Pacific region, home to diverse ecosystems and marine biodiversity, faces significant environmental and ecological challenges. Issues like climate change, plastic pollution, and overfishing are global concerns impacting not just the region but the entire planet.

Connectivity and Infrastructure Development in the Region

Infrastructure development and economic integration within the Indo-Pacific region have gained increasing focus. Initiatives like China’s Belt and Road Initiative (BRI) and the U.S.’s ‘Free and Open Indo-Pacific’ strategy are shaping the region’s economic and political landscape.
