ZooWIN Platform

The Government of India has launched ZooWIN, a digital platform aimed at managing the availability of anti-rabies vaccines (ARV) and anti-snake venom (ASV) throughout the country. ZooWIN is designed to enhance collaboration among healthcare providers, municipal authorities, and veterinary services. This initiative aligns with the Union Health Ministry’s efforts to combat rabies and snakebites, which remain public health issues.

Background

India accounts for a substantial portion of global rabies fatalities. Approximately 36% of the 60,000 global rabies deaths occur in India. Snakebites are also prevalent, leading to around 50,000 deaths annually. The National Action Plan for Prevention and Control of Snakebite Envenoming (NAPSE) was introduced to address these crises, aiming to halve snakebite-related disabilities and deaths by 2030.

Features of the ZooWIN Platform

ZooWIN is similar to the Co-WIN and U-WIN platforms. It centralises data to ensure real-time monitoring of vaccine stocks. The platform leverages the Electronic Vaccine Intelligence Network (eVIN) and U-WIN architecture already in use under the Universal Immunisation Programme (UIP). This integration will help prevent vaccine shortages and ensure adequate availability.

Implementation and Pilot Testing

ZooWIN will initially be piloted in five regions – Delhi, Madhya Pradesh, Assam, Puducherry, and Andhra Pradesh. A training session for state health officials was conducted to prepare for the platform’s full implementation. Further training sessions will be held at state and district levels to ensure effective usage.

Public Access and Awareness

A key advantage of ZooWIN is its focus on public access. The platform allows individuals to locate the nearest health centres that stock ARV and ASV. This is particularly beneficial for rural and underserved populations. It also facilitates tracking and follow-up for rabies post-exposure prophylaxis, addressing the issue of inadequate public awareness and low vaccination coverage for dogs.

Supporting Initiatives

In addition to ZooWIN, the National Centre for Disease Control (NCDC) and UNDP India have launched a dedicated helpline. This helpline provides vital information and guidance on rabies and snakebite treatment. The Centre for One Health has also endorsed the NAPSE initiative, gathering stakeholders for a National Conclave on prevention strategies.

ZooWIN is expected to improve vaccine access and distribution across India. By streamlining the management of ARV and ASV, the platform aims to reduce fatalities associated with rabies and snakebites.
