Tex-RAMPS MoUs Signed With 15 States

The Ministry of Textiles has signed Memorandums of About with 15 States under the Tex-RAMPS scheme to strengthen textile data systems and support evidence-based policymaking. The initiative was launched during the National Textiles Ministers’ Conference in Guwahati and is aimed at improving the quality, timeliness and credibility of textile-related statistics and research across India.

About Tex-RAMPS Scheme

Tex-RAMPS stands for Textiles focused Research, Assessment, Monitoring, Planning And Start-Up. It is a Central Sector Scheme designed to build a stronger statistical and planning framework for the textiles sector. The scheme covers key segments such as handlooms, handicrafts, apparel and technical textiles.

Financial Support for States and Districts

Under the scheme, each participating State and Union Territory will receive an annual grant of ₹12 lakh. In addition, each district will receive ₹1 lakh per year, linked to the preparation and implementation of district action plans. This support is intended to improve grassroots-level planning and data collection.

Focus on Cluster-Level Planning

The initiative places emphasis on textile clusters and district-level interventions, where much of the industry’s activity is concentrated. By strengthening local planning systems, the Ministry aims to improve integrated development across the textile value chain. The approach also supports cooperative federalism by involving State governments in sectoral planning.

Significance for Textile Sector Growth

The Ministry aims to bridge data gaps and create a more reliable statistical base for the sector. Better data is expected to support policy design, monitoring and investment decisions. The broader objective is to help build a roadmap towards a US$350 billion textile industry backed by real-time insights.
