District-Led Textiles Transformation Initiative

The Ministry of Textiles has launched the District-Led Textiles Transformation (DLTT) initiative to promote inclusive and sustainable growth in India’s textile sector. The programme adopts a district-specific approach to identify high-potential textile districts and build them into export-oriented and self-reliant hubs. It was revealed at the National Textile Ministers Conference in Guwahati.

Core Objective

DLTT aims to transform 100 high-potential districts into Global Export Champions and 100 Aspirational Districts into self-reliant textile centres. The initiative seeks to strengthen textile clusters, improve competitiveness, and expand employment across the value chain.

District Classification Framework

The Ministry used a data-driven scoring method based on three parameters:

  • Export performance.
  • MSME ecosystem.
  • Workforce presence.

Based on this assessment, districts were grouped into two categories:

  • Champion Districts for scale and sophistication.
  • Aspirational Districts for foundation and formalisation.

Intervention Strategy

Champion Districts will focus on removing advanced bottlenecks. Planned measures include upgrading to Mega Common Facility Centres, integrating Industry 4.0 technologies, and improving direct export market linkages. Aspirational Districts will focus on building the ecosystem from the ground up. Measures include basic skilling and certification, setting up Raw Material Banks, and promoting micro-enterprises through Self-Help Groups and cooperatives.

Regional Focus and Significance

The initiative gives special emphasis to Purvodaya convergence in eastern and north-eastern India. These regions will receive priority for tribal belt development, connectivity improvement, and Geographical Indication tagging of traditional handicrafts for premium global markets. The programme also promotes convergence of government resources with industry and academic partnerships to scale successful district-level models.
