Harivansh Narayan Singh has been nominated as a Member of the Rajya Sabha by the President of India. The nomination fills the vacancy created after the retirement of nominated member Ranjan Gogoi. Harivansh, who has served as Rajya Sabha Deputy Chairman since 2018, brings long parliamentary experience and has worked on several key committees of the Upper House.
Nomination and Constitutional Basis
Harivansh’s nomination was made under the constitutional powers relating to nominated members of the Rajya Sabha. He had completed his earlier term as a JD(U) member from Bihar on April 9. A fresh nomination was then issued to fill the vacant seat.
Parliamentary Experience
Harivansh has been a member of the Rajya Sabha since 2014 and was re-elected in 2020. Over the years, he has participated in important parliamentary bodies, including:
- Committee on Agriculture
- Business Advisory Committee
- Committee on Rules
- General Purposes Committee
He has also chaired the Committee on Members of Parliament Local Area Development Scheme and the Committee of Privileges.
Role in Legislative Scrutiny
Harivansh has been associated with several Select and Joint Committees. These included panels on the Motor Vehicles (Amendment) Bill and the Citizenship (Amendment) Bill. Such committees examine draft laws in detail and support legislative scrutiny before final passage.
Other Public Roles
His work has extended beyond legislation. He has been part of the National Platform for Disaster Risk Reduction and has served on consultative and advisory bodies linked to parliamentary communication and broadcasting. His nomination restores his position in the Upper House as a nominated member.
