The recent approval of the Assam Micro, Small and Medium Enterprises (Facilitation of Establishment & Operation) Rules, 2023 by the state cabinet is a significant step towards supporting the growth and development of Micro, Small, and Medium Enterprises (MSMEs). These rules aim to provide a three-year exemption to MSMEs from specific approvals and inspections required for their establishment and operation in the state. Additionally, the cabinet has made key decisions regarding welfare initiatives and sports promotion in Assam.
Boosting MSMEs through Exemptions
The proposed Assam Micro, Small and Medium Enterprises Rules, 2023 offer a crucial exemption to MSMEs. These enterprises will be relieved from certain approvals and inspections necessary for their establishment and operation within the state for a period of three years. This move is aimed at reducing regulatory burdens and encouraging the growth of MSMEs, which play a vital role in employment generation and economic development.
Enhancing Food Security
The cabinet has also approved the draft amendment of the Assam Food Security Rules, 2022, under the National Food Security Act, 2013. This amendment proposes to increase the income criteria for eligible families to apply for new ration cards under the NFSA. The income threshold will be raised from the existing 2.5 lakhs to 4 lakhs, allowing more deserving families to access essential food supplies through the public distribution system.
Incentivizing Education
Recognizing the importance of education, the state government has taken measures to motivate students. It has approved the provision of scooters to girl students who have achieved a score of 60% and above in the Higher Secondary exams. For boy students, the eligibility cutoff has been set at 75% and above. This initiative aims to encourage academic excellence and provide students with a means of transportation to pursue their educational aspirations.
Promoting Education Accessibility
To further enhance education accessibility, the state government has allocated a budget of Rs 167 Crore for the distribution of 3.78 lakh bicycles among Class 9 students studying in government and provincialized schools. This initiative will not only facilitate easier transportation for students but also promote a sense of independence and regular attendance.
Expanding Social Welfare Schemes
The cabinet has decided to extend the reach of the Orunodoi scheme, a popular social welfare program in Assam. Approximately 7 lakh additional beneficiaries will be covered under the scheme, providing them with a monthly financial assistance of Rs 1,250 starting from September 10, 2023. This expansion aims to alleviate financial burdens and improve the living conditions of vulnerable sections of society.
Promoting Sports and Showcasing Assam’s Capabilities
In a bid to promote sports and showcase Assam’s capabilities, the cabinet has approved a request to the Indian Olympic Association to allow Assam to host the National Games in either 2025 or 2027. This prestigious sporting event will not only provide a platform for athletes to excel but also boost tourism and contribute to the overall development of the state.
