Launched on January 1, 2023, as part of the ABDM, the DHIS plays a pivotal role in fostering digital health transactions across the nation. Fostering Digital Health Transactions
The DHIS seeks to amplify digital health transactions by offering incentives to a variety of stakeholders, including hospitals, diagnostic labs, and digital health solution providers. This innovative scheme acts as a catalyst for embracing digital platforms for health management, promoting seamless data exchange, and optimizing patient care.
Incentivizing Health Facilities and Diagnostic Labs
Under the DHIS, health facilities with 10 or more beds and laboratory/radiology diagnostic centers are eligible to earn substantial financial incentives. These incentives are tied to the creation and linkage of digital health records to the Ayushman Bharat Health Account (ABHA). The scheme presents a unique opportunity for healthcare providers to contribute to a comprehensive digital health database while simultaneously reaping the benefits of financial incentives.
Empowering Digital Health Solution Providers
Digital Solution Companies, encompassing entities that offer ABDM-enabled digital solutions such as Hospital/Health Management Information Systems (HMIS) and Laboratory Management Information Systems (LMIS), are integral participants in the DHIS. This extension acknowledges their role in shaping the digital health landscape and rewards them based on the number of ABHA-linked transactions facilitated through their platforms.
The Role of National Health Authority (NHA)
The NHA, entrusted with implementing AB Pradhan Mantri Jan Arogya Yojana (AB PM-JAY), plays a pivotal role in driving India’s healthcare advancements. Established as the apex body responsible for crafting strategy, developing technological infrastructure, and executing the “National Digital Health Mission,” the NHA’s role is instrumental in establishing a robust National Digital Health Eco-system.
Structure and Governance
The NHA operates as an attached office of the Ministry of Health and Family Welfare, functioning autonomously. Governed by a dedicated Board chaired by the Union Minister for Health and Family Welfare, the NHA is headed by a Chief Executive Officer (CEO) who holds the rank of Secretary to the Government of India. The CEO, also serving as the Ex-Officio Member Secretary of the Governing Board, oversees the organization’s affairs with expertise and vision.
State-Level Implementation
To ensure effective implementation of the DHIS at the state level, State Health Agencies (SHAs) have been established as societies/trusts by respective states. These SHAs play a pivotal role in extending the benefits of the scheme to regional healthcare providers, ensuring a holistic and nationwide impact.
