The government has recently announced its intention to facilitate the lives of same-sex couples by formulating administrative measures. A proposed committee, which will be led by the Cabinet Secretary, is aiming to address specific concerns that these couples often face in everyday life, particularly in the sectors of banking and insurance.
It is important to note that the Supreme Court has encouraged same-sex couples to view this initiative as a stepping stone towards future advancements, straying away from an all-or-none perspective. On the other hand, petitioners are advocating for a judicial affirmation from the court that would legally acknowledge same-sex marriage, highlighting that marriage imparts significance, intention, and distinctiveness to a relationship.
The court has pointed out that even if same-sex marriages were to be recognised, there would still be a need for administrative and legislative alterations to deal with the human issues arising from these relationships. While the government agrees to address these concerns, it continues to hesitate in granting same-sex relationships the status of marriage.
Efforts to Streamline Organ Donation and Transplantation
The National Organ and Tissue Transplant Organisation (NOTTO) in India is in the process of creating a transplant manual and standard course for training transplant coordinators. The main focus here is to improve the management of organ donation and transplantation programmes in hospitals.
Through its efforts, NOTTO has designed verticals for efficient coordination, training, and management of human resources/accounts. Meanwhile, Central Government employees who donate organs can now avail special casual leave of up to 42 days as a part of a new welfare measure.
Between 2013 to 2022, organ transplants in the country have shown a dramatic rise – from less than 5000 to over 15000 – owing to improved coordination through Organ & Tissues Transplant Organizations at national, state, and regional levels.
Rail Vikas Nigam Limited (RVNL) Attains Navratna Status
Rail Vikas Nigam Limited (RVNL), a Central Public Sector Enterprise operating under the Ministry of Railways, has recently been conferred with Navratna status. RVNL was founded in 2003 to execute railway infrastructure projects and generate extra-budgetary resources for Special Purpose Vehicles (SPVs).
Since it started operations in 2005, RVNL has been responsible for conducting Rail project development, executing works, creating project-specific SPVs, and transferring completed railway projects to the appropriate Zonal Railway for operation and upkeep. With the new Navratna status, RVNL will enjoy greater operational freedom, financial autonomy, and increased delegation of powers.
Metavalent Bonding: A Breakthrough in Chemistry
Scientists from Jawaharlal Nehru Centre for Advanced Scientific Research, Bengaluru, have discovered a novel type of chemical bonding known as metavalent bonding. This coupling, which defies the traditional octet rule in chemistry, shares characteristics of both metal and glass bonding.
Metavalent bonding can be employed to enhance thermoelectric performance in quantum materials, thereby enabling efficient conversion of waste heat into electricity. The scientists selected TlBiSe2, a well-known topological insulator, for their research and discovered that this material exhibits metavalent bonding.
This innovation may open up paths for green energy production and could potentially create new directions for India’s recently launched Quantum Mission.
