Recently, India’s Prime Minister discussed the ongoing G-20 Presidency and Ukraine’s “10-point Peace Plan” with the Ukrainian President. This has brought attention to this significant peace endeavour, which Ukraine put forth at a November 2022 summit of the Group of 20 major economies. Earlier in December, Ukraine had urged the Group of Seven nations to back its Global Peace Summit idea specifically focusing on certain aspects of the peace plan.
Details of Ukraine’s 10-Point Peace Plan
The purpose of the Peace Plan is to address several critical issues that Ukraine currently faces. Here are the main points of the plan:
1. Radiation and Nuclear Safety: The plan calls for restoring safety around Europe’s largest nuclear power plant, Zaporizhzhia in Ukraine, which is presently under Russian control.
2. Food Security: Protecting and ensuring Ukraine’s grain exports to the world’s neediest countries forms part of this point.
3. Energy Security: The focus here is on setting price restrictions on Russian energy resources and helping Ukraine restore its damaged power infrastructure.
4. Release of All Prisoners and Deportees: Including war prisoners and children deported to Russia, the plan aims to address the issue of human rights violations.
5. Restoration of Territorial Integrity: The plan advocates for Russia to reaffirm Ukraine’s territorial integrity according to the United Nations Charter.
6. Withdrawal of Russian Troops: It demands the cessation of hostilities and the restoration of Ukraine’s state borders with Russia.
7. Justice: The establishment of a special tribunal to prosecute Russian war crimes is a key feature of the plan.
8. Protection of Environment: With an emphasis on demining and restoring water treatment facilities, the plan prioritizes environmental conservation.
9. Prevention of Escalation of Conflict: This point involves building a security architecture in the Euro-Atlantic space, including guarantees for Ukraine.
10. Confirmation of War’s End: The last point calls for a document to be signed by the involved parties confirming the end of the war.
The World’s Response to Ukraine’s Peace Formula
Ukraine’s peace proposal has been met with varying responses from different world powers. Russia has rejected it, asserting that they would not forfeit any territory seized by force. Conversely, the Western world, led by Washington, has provided billions of dollars in support to Ukraine’s military. Several nations have contributed aid to Kyiv to assist with demining efforts and repair damaged power infrastructure.
However, the reaction to Ukraine’s peace plan and its proposed peace summit has been more guarded. Leaders of the G7 expressed their commitment to bringing about peace in Ukraine “in line with its rights enshrined in the U.N. Charter,” reflecting a cautious but hopeful stance towards the peace formula.
