India, US Sign Agreement to Develop Air-launched Drones

India and the US are forging a new path in their defense relations with the recent signing of a Project Agreement (PA) for the development of Air-launched Unmanned Aerial Vehicles (ALUAV) or drones. A notable development under the Joint Working Group Air Systems in the Defence Technology and Trade Initiative (DTTI), the PA signifies a deeper technological collaboration between the two nations, potentially leading to the joint manufacture of AI-enabled drone swarms.

The Project Agreement

The PA, signed by India’s Ministry of Defence (MoD) and the US Department of Defence (DoD), primarily focuses on the design, development, demonstration, testing, and evaluation of ALUAVs. In more specific terms, it aims to co-develop an ALUAV prototype. The agreement was penned under the Research, Development, Testing, and Evaluation Agreement (RDT&E) between the MoD and US DoD, which was first established in January 2006 and renewed in 2015.

Indian Participation

This project promises a collaborative execution involving multiple Indian and US establishments. Specifically, the Air Force Research Laboratory, Indian Air Force, and the Defence Research and Development Organisation (DRDO) will work in sync as per the PA. The primary organisations for implementing the PA include the Aeronautical Development Establishment at DRDO, the Aerospace Systems Directorate at the Air Force Research Laboratory, and both Indian and US Air Forces.

Significance

This agreement brings forth a landmark moment in defense technology cooperation between India and the US. It could pave the way for the joint production of future defense equipment, potentially including AI-enabled drone swarms capable of overwhelming adversary air defense systems.

Defence Trade and Technology Initiative

The DTTI was unveiled in 2012 as a promising initiative aimed at co-production and co-development of military systems. However, despite numerous efforts, the program has not taken off as expected. The primary aim of DTTI was to modify the traditional “buyer-seller” dynamic between the US and India into a more collaborative approach. Several projects under DTTI have been categorized as near, medium, and long-term projects, including the development of drone swarms, lightweight small arms technology, ISTAR systems, and more.

Joint Working Group

Under DTTI, Joint Working Groups focusing on land, naval, air, and aircraft carrier technologies have been established. These groups are designed to concentrate on mutually agreed projects within their respective domains.

Other Major Agreements between India and the US

The defense cooperation between India and the US extends beyond this recent PA. Other notable agreements include the Basic Exchange and Cooperation Agreement (BECA) signed in 2020, which allows for geospatial intelligence sharing; Communication Compatibility and Security Agreement (COMCASA) signed in 2018 to facilitate communication between weapons platforms; Logistics Exchange Memorandum of Agreement (LEMOA) signed in 2016 for providing mutual logistics support; and the General Security of Military Information Agreement (GSOMIA) signed in 2002 to protect shared military information.
