Interpol General Assembly Convenes in Delhi

The General Assembly of the International Criminal Police Organisation (Interpol) is scheduled to meet in Delhi for a four-day conference starting from October 18, 2022. This marks the second time since 1997 that the 195 member-strong body has chosen India as the venue for its large-scale assembly.

A Brief Overview of Interpol’s Origins and Functions

Interpol was established in 1923 as a secure platform to facilitate the sharing of information among police forces worldwide, with the goal of aiding criminal investigations. The headquarters of Interpol, located in Lyon, France, tracks the movements of criminals and persons of interest in various regions, providing useful tips to police forces. Interpol’s main aim is to enhance mutual assistance among criminal police forces globally.

Interpol’s Organizational Structure

At the helm of Interpol is the President, elected by the General Assembly from one of the member nations and serves a four-year term. The General Assembly also elects a full-time Secretary-General who oversees the organization’s daily activities for a tenure of five years. The General Assembly sets policies for the Secretariat, which includes specialized directorates for addressing a variety of crimes like cybercrime, terrorism, drug trafficking, financial crime, among others. In India, the Central Bureau of Investigation (CBI) functions as Interpol’s face, with a senior CBI officer heading the liaison with the world body.

Understanding Interpol Notices

Interpol Notices are international alerts or requests for cooperation, allowing member countries to share crucial crime-related information. These notices are issued by the General Secretariat upon a member country’s request and are made available for consultation in Interpol’s Notices database. They can also be used by the United Nations, International Criminal Tribunals, and the International Criminal Court to track persons accused of severe crimes such as genocide, war crimes, and crimes against humanity.

Future Challenges Facing Interpol

Interpol’s significant challenges in the future stem from the increasing threats of transnational, cyber, and organized crime. Addressing these issues requires a globally coordinated law enforcement response. Despite its reputation for trust and reliability, Interpol lacks the power to impose sanctions on countries that refuse to implement red notices, which could hinder global cooperation efforts. However, the likelihood of member nations relinquishing their sovereignty to grant Interpol such authority is extremely low.
