The Maulana Azad Education Foundation (MAEF), a non-profit organization dedicated to promoting education among economically and socially marginalized communities in India, announced its closure on 29th February 2024 after 25 years of operation.

  • MAEF was established in 1999 by the Ministry of Minority Affairs, Government of India to provide financial assistance and infrastructural support to education initiatives for minorities, especially girls.
  • Over the past 25 years, MAEF has aided over 5 million students with scholarships, grants, concessional loans, etc. to pursue school, undergrad, postgrad, Ph.D., professional, technical education.

  • Investigations revealed discrepancies in the number of scholarships claimed by various MAEF chapters across the country versus the actual students receiving them.
  • For instance, the MAEF Delhi chapter had claimed providing scholarships to 35,000 students in 2023-24 but verified records showed only 28,000 actual recipients. Such irregularities suggest possible misappropriation of funds allocated toward scholarships.
Inability to Boost Enrolment Rates
  • Despite extensive financial assistance toward fees, the foundation failed to achieve a substantial increase in enrollment and retention rates of students from minority communities pursuing higher education.
  • Enrolment of Muslim girls in higher education recorded a marginal increase from 32% to 36% during MAEF’s 25-year operation against the target of 60% set in its 2022-27 strategic plan.
Administrative & Operational Inefficiencies
  • MAEF chapters across states performed inadequately on metrics like fund disbursal rates, verification procedures, progress tracking of beneficiaries, and communication with students receiving scholarships.
  • Lapses like inordinate delays in scholarships being credited to student accounts were also rampant. This resulted in poor delivery of aid services to intended beneficiaries.

  • MAEF had received extensive grants over 25 years from the Center, various state governments & private donors. However, its closure reports highlight several cases of funds being unused resulting in lapsed grants.
  • Financial audits also discovered anomalies in expense statements suggesting misuse of operating funds allocated for staff, travel, infrastructure, etc.
